Your European green card does not cover Kosovo. The Kosovo Insurance Bureau states it plainly: Kosovo is not a member of the Green Card system, the green card does not cover the territory, and vehicles entering have to take out border insurance. The Compulsory Motor Liability Insurance Act makes it compulsory, sets a minimum term of fifteen days, and says a driver who does not buy it is not allowed to enter. On the published tariff in September 2026 a personal vehicle was 15 euros for 15 days. Four neighbours are exempt: Albanian and Serbian domestic policies are recognised, and North Macedonian and Montenegrin green cards are accepted.

Buying the insurance

  • Offices are open 24 hours at Merdare, Vërmicë, Dheu i Bardhë, Hani i Elezit, Kullë, Mutivodë, Bërnjak, Glloboqicë, Jarinje, Muçibabë and Qafë Morinë.
  • Qafë Prush and Mitrovica run 08:00 to 20:00, and the Pristina head office 08:00 to 16:00.

What has to be in the vehicle

  • Winter equipment from 15 November to 15 March. In winter conditions a vehicle without it may not be driven at all.
  • A warning triangle, placed at least 100 metres behind the vehicle on a motorway or expressway, 30 to 50 metres on other roads outside a town, and at least 10 metres inside one, with hazard lights on throughout.

Tolls and vignettes. There is no vignette in Kosovo. The Roads Law allows a special charge for using a motorway or a particular bridge, tunnel or viaduct, with the level and the sections set by the government in a sub-legal act, but no published tariff was found as of September 2026. Check before you assume the motorways are free for the whole of a trip.
