Montenegro has a coast that peaks in May, June, September and October and a north that peaks in July and August, and it is small enough to do both in one trip. The distance from Kotor to Žabljak is about three hours of driving and roughly thirteen degrees of July afternoon. That is the whole planning problem in one sentence: pick the month, then pick the altitude to match it.

The year by region: how it feels, how warm, how wet
BestWorkableToo hotCold or wetTop figure: average daily high. Below it: average rainfall for the month.
All five rows are mean daily maximum temperatures and monthly rainfall on 1991 to 2020 normals, from the Hydrological and Meteorological Service of Montenegro and NOAA. The wet months on this coast are the autumn ones, not the winter ones: Herceg Novi takes more rain in November than in any other month.
