Driving

Every vehicle on a Romanian national road needs a rovinietă, the electronic road toll, tied to the number plate rather than the windscreen. Tariffs are set in euro and billed in lei. In September 2026 a car, category A, paid 3.50 euro for a day, 9.50 for 30 days and 50.00 for a year. Category B, a goods vehicle up to 3.5 tonnes, paid 10.00, 21.50 and 114.00 euro.

The Transfăgărășan. Open in 2026 from 12 June, and shut every night at 21:00

The rovinietă, and what catches a motorhome

  • The tariff is fixed in euro and converted periodically, not daily. On 19 September 2026 CNAIR was applying 5.2584 lei to the euro, which was the BNR rate of 28 August 2026. Treat the euro figure as the stable one.
  • Which category a motorhome falls into is not obvious. CNAIR's own list has A for cars and B for goods vehicles up to 3.5 tonnes and nothing named for a motorhome. A distributor page reports that mixed transport vehicles are treated as goods vehicles, which would put some converted vans in category B at over twice the price. Check what your registration document says before you buy.

Tolls beyond the rovinietă

  • The Danube bridge at Fetești, on the A2 towards Constanța, is charged separately. It is the only bridge in CNAIR's electronic bridge tax system.
  • Category 1, cars and goods vehicles up to 3.5 tonnes: 19 lei for one crossing, 38 lei for two, 304 lei for twenty.

The two high roads, as CNAIR listed them on 19 September 2026

The Transalpina has a 30 km/h speed limit over its high section and is closed to vehicles over 3.5 tonnes maximum authorised mass. Both roads are classified at viability level IV, which means traffic is interrupted for the winter rather than cleared. The same list carries DN2L Soveja to Lepșa, DN2M Andreiașu to Nereju, two sections of DN2N, DN66A Câmpușel to Cerna Sat, DN17D Valea Mare to the Suceava county line, and DN1R. CNAIR's live dispatch is the place to check the day you go.

Winter, tyres and lights

  • Winter tyres are conditional, not calendar based. The road code makes it a contravention to drive on a road covered with snow, ice or black ice without them.
  • Goods vehicles over 3.5 tonnes and vehicles with more than nine seats need winter tyres on the driven axles, or chains, or certified anti-skid equipment.

Fuel and low emission zones

  • Diesel averaged 2.00 euro a litre in the week of 14 September 2026, petrol 95 was 1.89 euro and LPG 0.89 euro, or roughly 10.51, 9.93 and 4.69 lei at the bulletin's own rate.
  • That put Romania under the EU averages of 2.16 for diesel and 2.06 for petrol in the same week, and under Germany at 2.43, but above Hungary at 1.92 and Bulgaria at 1.86.

The contravention band for alcohol is 0.11 to 0.40 mg/l of pure alcohol in exhaled air. Inside it, the road code sets a class IV fine and a 90 day licence suspension. Above 0.40 mg/l a blood sample is compulsory and you are past the contravention band entirely. Romanian fines are counted in puncte-amendă, each worth 5 percent of the guaranteed minimum gross national salary, with class IV running from 9 to 20 points. The 2026 value of a point could not be sourced for this page, so no lei figure is given for it.
