Sleeping

Sleeping

Turkey has no single national law against sleeping in a vehicle, and one very clear law about where you may not. The forest law makes it an offence to spend the night anywhere in a State forest other than the overnight places the Forest Administration has designated. The penalty is an administrative fine, written into the statute at 1,500 lira, and it doubles inside a national park.

Parked, nothing out, no fire. That is the whole test in practice

Sensible, and normal in Turkey

  • Sleeping inside the vehicle where parking is allowed and nothing says otherwise
  • Staying at a marked kamp alanı or karavan parkı
  • Overnighting at a designated forest camping ground, the ones the Forest Administration signs
  • Asking at a tea house, a petrol station or a marina. Permission given face to face is worth more than a guess

Where it goes wrong

  • Spending the night in State forest anywhere but a designated overnight place
  • Any fire outside a designated hearth, or a barbecue in woodland
  • Driving or emptying waste on the shore, which the coastal law governs directly
  • Inside a national park outside the park's own camping areas, where penalties are doubled
  • Ignoring a barrier or a closure sign on a forest road in summer

The statutory penalties, and what they are for

  • Overnight in State forest outside a designated place1,500 TL in the statute
  • The same offence inside a national park, which doubles ittwice that
  • Fire outside a designated hearth1 to 3 years
  • Causing a forest fire by negligence3 to 10 years

The 1,500 lira in the forest law is the figure written into the statute, not the figure you would pay. The misdemeanours law uprates every administrative fine at the start of each calendar year by the official revaluation rate, so the real amount is higher and rises annually. The same law gives a 25 percent discount for paying within the period allowed.

Who decides what, and where

  • The Forest Administration sets the designated overnight places in State forest, and its rules are the only nationwide overnight prohibition in Turkey.
  • National park administrations decide how their area is used and charge an entrance fee, under the National Parks Regulation. Inside a park, the tourism incentive law allows land to be leased only for camp areas holding tents and caravans, which is why a karavan park is the sanctioned way to stay in one.

Water, waste and showers

  • Campsites and karavan parks are the reliable fresh water and cassette emptying points. Municipal service points for motorhomes are rare outside the main resort coasts.
  • Never empty grey or black water on the ground. On the coast it is a coastal law matter directly. In a forest it is exactly the behaviour that draws attention.

Turkey has a real and fast-growing domestic karavan scene, but the certified end of it is small: the Ministry of Culture and Tourism's 2025 figures list 42 campsites holding a tourism operation certificate, with 3,121 beds, against 4,180 certified hotels. That undercounts the reality, because a change to the tourism law in 2021 moved formerly municipality-licensed places onto a simple accommodation certificate and many karavan parks run as part of another business. Expect to find sites, and expect not to find them listed by the Ministry.
