Sleeping

Sleeping

The test here is whether anything is outside the vehicle. Slovenian police treat camping as putting up tents, awnings or similar structures to sleep in, so resting or sleeping inside a vehicle that is properly parked, with no chairs, table, awning or barbecue out, is not camping. Deploy any of that and it is. This is narrower than it sounds: it protects a night's sleep on a legal parking space, not a pitch on a meadow with a view.

A roof tent up on a car park is camping, not parking. That is the whole test

Still parked

  • Sleeping, cooking and eating inside
  • Roof vent and windows open, blinds down
  • On a marked, legal parking space
  • Nothing on the ground except the wheels

Now camping

  • A tent, an awning or a canopy out
  • Chairs, a table or a barbecue outside
  • Stabiliser legs down
  • Waste water emptied on the ground
  • Parked on grass, gravel bank or forest track rather than a road or car park

Who decides

  • The state sets the public order framework. Since 28 January 2026 that is the new public order act, which covers a disturbing overnight stay, not camping as such.
  • Municipalities write the rules for sleeping in vehicles, expressly under that act. Ljubljana's 2019 ordinance is reported to allow habitation vehicles only at marked car parks, with the P and R sites at Dolgi most and Stanežiče named. Bled is reported to ban putting caravans, habitation vehicles or tents on public surfaces. Bovec is reported to cap parking such a vehicle at 12 hours outside a campsite or the town's stopover.

Water, waste and the off-road rule

  • Fill and empty at a postajališče za avtodome or a campsite. Many will sell you the service point without the night.
  • Never empty grey water on the ground. It is the behaviour that gets a car park closed to campervans, and near water it becomes a nature protection matter.

What the fines run to

  • Disturbing overnight stay in a public place€100 to €500
  • Camping or parking a habitation vehicle in Triglav park€100 to €1,000
  • Driving or parking in the natural environment inside the park€500 to €3,000

The pressure points are Gorenjska, the Soča valley and the coast in summer, which is exactly where the local rules are tightest and where the enforcement happens. These amounts are what the named acts state. Municipal ordinances carry their own, they differ from town to town, and the state changed this framework in January 2026, so treat the sign in front of you as the current rule.
