Sleeping

Sleeping

Latvia's forest access right and its vehicle rule are in the same sentence, and they point opposite ways. The Meza likums, the Forest Act, gives natural persons the right to stay and move freely in state and municipal forest, and then adds: vehicles may be used only when moving along roads and natural carriageways. A natural carriageway is an unbuilt track no more than four metres wide. Nothing in it mentions stopping, parking or staying with a vehicle, so the access right is a right on foot.

A track is not a pitch. A parking area or a marked site are the two lawful options out of town

Still lawful

  • Sleeping inside the vehicle in a marked parking area, a stāvlaukums
  • Standing outside the boundaries of the road, with the landowner's agreement
  • Walking, picking berries and mushrooms in state and municipal forest
  • Driving along a forest road or a natural carriageway up to four metres wide
  • Fires only where a place has been equipped for one

Now an offence

  • Leaving a vehicle standing on the road itself for a long time
  • Driving, stopping or standing off the road in the dune protection belt or on the beach
  • Placing a caravan or any temporary structure in the dune belt outside a planned place
  • Pitching a tent or lighting a fire in the dune belt without the landowner's agreement
  • Ignoring a warning notice that restricts access to a forest
  • Emptying waste water or a cassette on the ground

What the forest right gives you

  • The right itself: natural persons may stay and move freely in state and municipal forest, unless other law provides otherwise, and provided the area is not a special-purpose plantation, a fenced enclosure for animals or a water abstraction protection zone. The statutory right names state and municipal forest, not private forest.
  • The vehicle sentence, in the same provision: vehicles may be used only when moving along roads and natural carriageways. The exceptions are forest protection, state defence, public security and agreed forest management work.

The coast, and why it is different

  • The belt is wide. The Aizsargjoslu likums sets the dune protection belt at not less than 300 m inland from where continuous natural terrestrial vegetation begins, and not less than 150 m in cities and in villages defined in a spatial plan. The sea protection belt covers the beach and the shelf out to the 10 m isobath.
  • The vehicle ban: in the dune belt and on the beach it is prohibited to move, to stop and to stand with motor vehicles outside roads, and to drive on beach access ramps. The exceptions are management, supervision, defence, search and rescue, firefighting, border guarding and public order, plus narrow permitted cases in writing.

Where to sleep, cheapest first

OptionPriceWhat you get
Parking area, stāvlaukumsfreeThe lawful place to stand overnight outside a built-up area under the Celu satiksmes noteikumi. Read the signs.
Off the road, by agreementfree or by agreementThe other limb of the same rule. Off the road means off the road reserve, and on someone's land that means asking.
Forest rest areafreeLatvijas valsts meži maintains marked rest and campfire places in the state forest. The Forest Act requires you to keep the order set for them.
Farm or guesthouseby agreementThe country tourism network is strong here and many places will take a van on the grass for a small fee.
CampsitevariesPitch, electricity, showers, often a sauna. Mostly seasonal and concentrated on the coast and around the Gauja.

What a campsite night costs at one named site

Pitch, caravan or motorhome
€7

Per night at Riga City Camping, Ķīpsalas iela 8 in Riga, from its own published price list read on 20 September 2026. Its season runs 15 May to 15 September

Per adult
€2

Same list. Children 2 euros as well, under 3 free, and ten percent off a stay over four days

Electric hook-up
€5

Same list, per night on top. Two adults in a van with electricity comes to 16 euros. Showers, toilets, sauna, the tourist tax and VAT are in the price

What the fines run to

  • Staying in the forest outside the prescribed orderup to €140
  • Vehicles off-road in the dune belt or on the beach€30 to €350
  • Fire safety breach on forest landup to €350
  • Other breaches of a protection belt€30 to €1,400

Three instruments, and you need all three. The Forest Act says who may be in the forest and what a vehicle may do while moving. The road traffic regulations say where a vehicle may stand overnight. The protection zone law closes the coast. None of them describes a right to park a motorhome in the woods, and the fine ranges above are what the statutes say, not what any given inspector will do.
