Lithuania is the strictest of the three Baltic states and the rule is written down in one sentence. The Forest Act gives everyone the right to visit forests freely, and hands the detail to the Rules on visiting the forest, a ministerial order. Those Rules say natural persons may stop to rest in forests only at equipped public-use recreation objects: rest areas, camping places, campsites and other recreational structures. There is no dispersed right to stay.

Still lawful
- Stopping at an equipped public-use recreation object: a stovyklaviete, kempingas or poilsiaviete
- Parking in a designated forest parking area
- Parking at the edge of a forest road leaving room to pass
- Standing in a parking area, or off the road, on an unlit stretch at night
- Walking anywhere in the forest outside reserves and restricted areas
- Picking berries, mushrooms, nuts and medicinal plants
Now an offence
- Stopping to rest in a forest anywhere but an equipped recreation object
- Driving off a forest road, or over a barrier, into the trees
- Standing overnight on an unlit road outside a parking area
- Driving on the beach, the dune ridge or the underwater shore
- An open fire outside a built and marked fireplace at a recreation object
- Washing the vehicle in the forest, and littering
What the forest right gives you
- The Forest Act: natural persons may visit forests freely, except the forests of strict reserves and special-purpose objects such as the border zone and military areas, and forests restricted by other laws. Picking fruit, medicinal plants, nuts, berries and mushrooms comes with it.
- The same act: a municipal executive may ban or restrict visiting for good reason, including high fire danger and felling, and the boundary of a restricted forest is shown by information signs.
What governs the vehicle
- In the forest: roads only, and parking only in designated areas or at the road edge leaving room to pass.
- On the road at night: the Road Traffic Rules. On an unlit stretch in darkness or poor visibility, stopping needs hazard lights and standing is allowed only in a parking area or off the road.
Where to sleep, cheapest first
| Option | Price | What you get |
|---|---|---|
| Parking area, stovėjimo aikštelė | free | The lawful place to stand on an unlit road at night, under the Road Traffic Rules. Read the signs. |
| Forest rest area, poilsiavietė | free | An equipped public-use recreation object, which is what the forest rules require. Often a fireplace, a table and a small car park. |
| Camping place, stovyklavietė | varies | The category the forest rules name for an overnight stay. Many are run by the protected area directorates. |
| Campsite, kempingas | varies | Pitch, electricity, showers, a service point. Concentrated on the coast, around the lakes and near the cities. |
| Farm or homestead | by agreement | The rural tourism network is strong and many homesteads will take a van for a small fee. |
The Curonian Spit, in detail
- It is a UNESCO World Heritage site and the park regulations say so. The Curonian Spit National Park Regulations bind activity in the park to the statement of outstanding universal value adopted by the World Heritage Committee on 30 April 2014.
- The whole Spit is coastal strip. The Coastal Strip Act includes the Curonian Spit down to the Russian border and makes the strip coincide with the park's land territory. So the vehicle ban on beaches and dunes applies to all of it.
Water, waste and fire
- Never empty waste water or a cassette on the ground. It is also expressly forbidden to wash a vehicle in the forest, under the Rules on visiting the forest.
- Campsites and many service stations will let you fill and empty. Tap water is safe everywhere.
The difference from Estonia is worth stating plainly. Estonia presumes permission to stay overnight on another person's land for one 24 hour period. Lithuania does not: the Rules on visiting the forest allow stopping to rest only at an equipped public-use recreation object, and there is no dispersed alternative. If you are crossing the Baltics from north to south, the rules tighten as you go.
