Estonia by campervan
Estonia has a genuine right of access, and the state forest manager keeps 650 free campsites, huts and firewood places open to anyone. Neither of those covers your vehicle. Permission to be on another person's land is presumed on foot and expressly not presumed with a motor vehicle, and after dark outside a built-up area you may park only in a car park or a rest area. Everything else you need before the border: the euro, no tolls at all under 3.5 tonnes, ferries to the islands at car prices, winter ice roads with a banned speed band, and a season that is short and bright.

Estonia is the easiest country in this series to work from. It is in the European Union, in Schengen and in the eurozone, so an EU SIM roams at home rates and nothing changes at the Latvian border. The part that matters for a van is that the state runs on the internet: tax, voting, prescriptions, company registration and almost every public service are done online, and the habit has spread outward. Free wifi turns up in cafes, petrol stations, libraries, bus stops and small-town squares, and it is usually fast and usually open.

The Estonian day
- Shops keep long hours. Big supermarkets commonly run 08:00 or 09:00 to 22:00 or 23:00, seven days a week. Village shops keep their own short hours.
- Alcohol is sold 10:00 to 22:00 only, under the Alcohol Act. That applies to the beer shelf in a supermarket as much as to anything else, and delivery is blocked from 22:00 to 10:00.
Power, water and getting online
- 230V, 50Hz, type F sockets. UK and Irish plugs need an adapter, most continental ones do not.
- Tap water is safe across the country. Ask for kraanivesi and it is free.
The list comes from the Holidays Act. 23 and 24 June run together, so midsummer is a two day national shutdown in the middle of the best week of the year for driving. Plan food, fuel and a place to stop before it starts.
Common questions about Estonia by campervan
Can you sleep in a campervan in Estonia?
Yes, where the vehicle is lawfully standing. Sleeping inside a parked vehicle is parking rather than camping. The catch is the Traffic Act: in darkness, outside a built-up area, a vehicle may be parked only in a car park or a rest area. Off the road, the General Part of the Environmental Code Act says the owner's permission is not presumed for being on another person's land with a motor vehicle, so driving onto private land to sleep needs actual consent.
Does the Estonian right of access cover a motorhome?
No. Igauheoigus is a right of access on foot. The General Part of the Environmental Code Act presumes permission to be on another person's land and to stay overnight for one 24 hour period, but it also states, and has done since 14 March 2015, that permission is not presumed for being on another person's land with a motor vehicle or an off-road vehicle. RMK, the state forest manager, puts the same rule in plain words: with a motor vehicle, use only roads and car parks built for the purpose.
Is wild camping legal in Estonia?
Camping on another person's land is allowed where the land is outside a clearly delimited compactly settled area and is not fenced or marked against it, under the General Part of the Environmental Code Act, but permission is presumed for no longer than one 24 hour period. In an unprepared, unmarked place you must stay out of sight and earshot of a dwelling, and at least 150 metres from one in open landscape. Open fire needs the owner's permission and is presumed only at a place prepared and marked for a fire.
Are there road tolls in Estonia?
Not for a car or a motorhome. There is no vignette, no toll booth and no city charge anywhere in Estonia for a vehicle up to 3,500 kg. The road user charge in the Traffic Act is payable for a veoauto, a lorry, with a gross mass over 3,500 kg and its trailer. For a lorry combination up to 12,000 kg the rate is 13 euros for 24 hours, 34 euros for 7 days, 68 for 30 days and 680 for a year, in force since 1 January 2024.
