Igauheoigus, the everyman's right, is real and generous, and it stops at your vehicle. The rules left the Law of Property Act in 2014 and now sit in the General Part of the Environmental Code Act. That Act presumes permission to be on another person's land, except yard land, unless it is fenced or marked. It then says permission is not presumed for being on another person's land with a motor vehicle, and has said so since 14 March 2015.

Still parked, still within the right
- Sleeping, cooking and eating inside the vehicle
- Parked in an RMK car park or a marked visitor site car park
- Parked in a public car park or a rest area, including after dark outside town
- Walking, cycling, skiing, riding and boating anywhere movement is allowed
- Picking berries, mushrooms, nuts and fallen branches
- One night in a forest hut, making room for whoever arrives next
Now outside it
- Driving off the road onto another person's land without permission
- Parking outside a built-up area in darkness anywhere but a car park or a rest area
- Staying in the same unprepared spot for more than one 24 hour period
- Chairs, a table, an awning or stabiliser legs outside the vehicle
- An open fire anywhere but a place prepared and marked for one
- Emptying waste water or a cassette on the ground
What igauheoigus gives you
- Access on foot, by bicycle, on skis, by boat and on horseback wherever it is not prohibited, whoever owns the land. Permission is presumed unless the land is yard land, fenced or marked.
- Staying overnight where movement is allowed, for one 24 hour period, if the landowner has not forbidden it. That is a tent or a sleeping bag, and it is the part motorhome owners misread.
What governs the vehicle
- Off the road: the General Part of the Environmental Code Act. Permission is not presumed for being on another person's land with a motor vehicle or an off-road vehicle. You need actual consent.
- On the road: the Traffic Act. In darkness, outside a built-up area, a vehicle may be parked only in a car park or a rest area.
Where to sleep, cheapest first
| Option | Price | What you get |
|---|---|---|
| RMK campfire site or camping area | free | 650 sites nationally, with 738 campfire places, most stocked with firewood. Quiet hours 23:00 to 06:00. Park where the site says to park. |
| RMK forest hut | free | 27 of them. Sleeping platforms, a fireplace, a woodshed, an outdoor toilet, usually a small car park. One night, first come, make room. |
| Car park or rest area | free | The lawful place to stand after dark outside a built-up area, under the Traffic Act. Read the signs. |
| Private land, with consent | by agreement | Asking removes the problem entirely and most of the argument with it. |
| Campsite | varies | Pitch, electricity, showers, a service point and very often a sauna. Most are seasonal and shut outside the summer. |
Using the RMK network properly
- Read the site page before you drive. RMK prints the vehicle capacity for each site, and the answers differ. Sääretirbi has four motorhome places. Soontagana does not allow driving onto the camping area at all and puts the car park 1.4 km away. Kõrtsi-Tõramaa says caravans and camper buses must be left in the car park where the ground takes their weight.
- Firewood is provided at most campfire places, but not at the large camping areas, and RMK asks anyone arriving by car near a car park to bring their own.
Water, waste and fire
- Never empty waste water or a cassette on the ground. It is the fastest way to turn a legal stop into an environmental offence, and it is exactly the behaviour that gets a free network closed.
- Campsites and many service stations will let you fill and empty. Tap water is safe everywhere.
One sentence decides all of this. The General Part of the Environmental Code Act says permission is not presumed for being on another person's land with a motor vehicle. Everything generous about igauheoigus is true, and none of it moves your van. The practical rule is therefore simple: walk in, and leave the vehicle where the sign, the car park or the landowner says it may stand.
